He was an orphan, a smart student, he turned evil when he found the shedding of the white snake which Hiruzen told him have strong properties and he began his experiments around that time or he did mentally at least. Orochimaru wanted to be Hokage but he wasn't picked Hokage because he was already doing experiments on kids, women and Anbu members which Hiruzen suspected was Orochimaru but didn't really know until they tracked him down.
