As you can concur from the below VIZ translated manga page, what Danzo boasted was merely a weak form of the jutsu. Izanagi is said to be a technique that can change and choose ones own destiny with the same eye. What we have seen so far, is not the true Izanagi. Whatever Tobi did against Konan might have been the real deal, but we didn't see it did we?

Yes but the Sage's jutsu was known as Banboutsu Sozou(prob not the right spelling), also known as The creation of all things. The Izanagi is a derivation of the Sage's jutsu, the Uchiha have the perfected form of Izanagi.
