I don't know about most of them but isn't Neji wind? Because he has the Air Palm tech. Or is that just something with Byakugan?

think its because of their fighting style that neji looks like he is wind nature, but who knows maybe it's because he completely forgot those characters exist.

thats because honestly they dont need a chakra nature to be known.
several powerful characters use no elements at all
like tobi,kabuto,tsunade,minato..maito gai,neji...hinata shino,inochi,chouza and so on
