Would be like war we see in games like, Modern Warfare.
People, you know it and it's in front of you.
Their fighting people they've fought before, and their opponents are aware of that. These shinobi's tactics are known by now, and we're recorded in ninja history, therefore their easier to figure out. Unless they we're bought back from somewhere they could progress in life, they wouldn't have any new moves or tactics when revived.

EDIT: Also the reason why most character/ main characters aren't dying. This ain't no Black Ops type shit.
