I shall start this thread with a small preamble: I started watching Naruto in 2004, back then I think it was on the Cartoon Network and I was 14 or 15 at the time. It was around the chuunin exam arc, and I became intrigued with this sexually ambiguous, ruthless villain. Who was he? What did he want?
He alone could actually orchestrate an invasion to Konohagakure, I mean, he alone represented a threat to a whole hidden village! Kishimote created a whole lot of expectation about Orochimaru's full power. His arrival represented the first time we got to see a Kage level battle, although it was not at full power because I believe there was a jutsu that limited their chakra at the time.
After Hiruzen crippled him, Orochimaru was still able to hold himself during a battle. Even though his ninjutsu was severly reduced, he could fight against the other two Sannin. Naturally, I expected to see him fight at full power in part two. What happened? Sasuke killed him in a not-so-epic battle. I knew he had to return somehow, right? NOPE. As soon as he returned, he was impaled by Itachi's sword of Kusanagi.
Why would you create so much expectation for a villain only to drop him later? I'm not against the power levels rising that much in Naruto, but I think much more needed to happen before they were able to reach those levels, like a battle with Orochimaru at full power. We never got to see Orochimaru, the villain that was being built since part one at his full power. I never got to see a real battle between Naruto and him (It's different when he was fighting 4-tailed Naruto because he was possesed by Kurama).
And now that Orochimaru returned, we're supposed to believe that he's good[not so bad] and he, who was a member of Akatsuki and represented a threat to a whole village, is trapped in the Infinite Tsukuyomi just like everyone else.
What a shame, Orochimaru's character was quite wasted.
