You've quite the rank, I'll only be able to teach you up to C ranks until you reach S-Jounin. That being said, what can you tell me about Suiton and how it is used in the manga/anime? Do you know any famous water users of the show and can you tell me any special abilities and Kekkei Genkais that use Suiton?
And you forgot the pesky Hozuki clansmen such as Suigetsu.
Moving on, now here is the rudimentary form of Suiton. Use this to form small bursts and constructs of water. Be creative;

(Kirigakure No Jutsu) - Hidding in Mist Jutsu

Description: This displacement technique creates a thick mist to spring forth by lifting up some water from either a pre-existing source or expelled from their mouth, then goes in and out of sight at will from within the pearly-white realm. The mist's thickness is controlled by the amount of chakra kneaded into it. It can't fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan and Rinnegan-user will see the mist coloured by their opponent's chakra, which will effectively hide the user from the dōjutsu.
Note: Can be created through releasing from mouth or manipulating a nearby water source.
Now it can be used to mask yourself from normal eyes and certian Doujutsu as well, name the Sharingan and Rinnegan. Byakugan is too precise to be fooled however. The mist paves the way to sneaky attacks and general stealthy actions

Next up I want you to either create water with your chakra or manipulate that lake over there to form a sword and shield made of chakra. Both can attack and defend as not only do they mimic the physical weapons but they act accordingly as well.

Description: The user will manipulate their water chakra and releasing it from their arm which is held outwards infront of them and they then create a shield of water that can aide in defence against projectile weapons and close combat techniques.

Imagine a rope, strong enough to hold back a person. Now imagine that rope made of water, that is what this move is essentially. A rope of water that can be channeled with Raiton chakra to make it much more effective. However we're focusing on the solely the water side. I want you to use what knowledge you just gained and use it.
*A stack of swords are falling apart, should they fall to the ground scattered you'd have to redo. Get the swords to stay bundled.*

Description: After the user performs a series of 3 hand seals Rat → Dog → Ox, the user creates a whip of water that can be used to strike the opponent with a lashing action or wrap around the target to bind them. This technique can also have lightning techniques channeled through when they have bound their victim with the water whip.

Now this technique utilizes a different nature of water, the adhesive nature. As we all know syrup is a highly viscous, sticky substance that never seems to truly go away. This next technique is giving you the ability to create just that. Its very cumbersome and can be used to slow down or prohibit movement, of course it can affect you too so make sure to coat your feet in chakra in advance. Now this can be used to cover a wide scope immediately or if given time to prepare can lace an entire field in sticky watery goodness. As you can imagine its stickiness can also be used to slow down and/or projectiles and attacks.

(Suiton: Mizuame Nababara) - Water Style: Starch Syrup Capture Field

Description: The user After performing the required hand seals Ram → Tiger spits out high-viscosity, chakra infused water, aimed at a surface of wide scope. This is a stream of sticky liquid which can be used to form an adhesive trap that can inhibit a person's mobility. One can effectively reduce their enemy's area of activity with this technique, and has the effect of being able to take complete control over the battlefield. The normal scope of this technique is normally just a few metres, but if prepared, it is also possible to make an entire pond of starch syrup. Being caught in the technique can be avoided by channeling chakra to one's feet allowing one to walk upon it uninhibited, beforehand.
Since you haven't learned Shadow Clone Technique yet this is your clone type for now, Mizu Bunshin- Water Clone. With a tiger seal you places 1/10th of your chakra into a water source to give birth to a sentient replica of yourself. This clone is different, in that it can only use C ranked techniques and below as well as it can't move more than 5 meters away from you without dispersing into water. Even a well aimed punch will turn it to water. So its weak, but it can do the job if you play your cards right.

(Mizu Bunshin) - Water Release: Water Clone

Description: After performing the Tiger hand seal the user creates a clone of themselves made of water. These water clones have 1/10th of the users chakra. These clones are also limited in that they can only travel short range from the user without losing control. When a water clone take enough damage they revert back to normal water.
Note: Can only perform up to C rank Water techniques and requires a water source.
Ok now use the water the clone just left behind and use shape manipulation to mold it into a spiraling harpoon of water. Its highly pressurized and can cause grievous harm to opponents. When on a water source this can be formed anywhere within 5 meters of your position in any direction, so its quite the technique.

(Suiton: Suigandan) - Water Release: Water Fang Bullet

Description: A technique that deals physical damage to the enemy with a liquid mass brought forth from underwater. Its power to kill and maim is augmented by adding a spinning motion to the compactly pressured water. During fights on water, taking advantage of its characteristic ability to attack from anywhere in a 360 degrees radius, in conjunction with other techniques for distraction, confusion and so forth, this technique has an extensive array of applications.
Note: Requires a water source.
Now I want you to perform the Hidden Mist technique again, and use this jutsu now, it reflects light from the mist so intense it temporarily blinds an opponent who is looking at it. Pretty simple, you don't need a scenario, just perform both techniques in tandem.
