I don't really know much about it on here. Got to do more research to find out. ;p
But I guess it the same as NV, except it is RP style. c:

Water is the most calm and free-flowing elements. These characteristics dictate its nature, making it useful in combat due to the fluidity and intense lack of control that is required to utilize it.

Lightning and Fire take extreme control, but manipulation of water takes calmer movements and so controlling it comes more naturally. While its the calmest element, it can also become one of the most destructive. Putting a large amount of force behind of wave gives it power that can't be paralleled by all the other elements. In terms of scale, Water has the highest potential to be the "best" element, a clear testament of this is Kisame of the Akatsuki.

Water comes in three main forms:
• Normal water
• Sticky water
• Oily flammable water.

Water is strong against Fire as it forcibly extinguishes the flames, whilst it is weak against earth and similar solid elements, since they both block and dissipate water attacks.

Tao walks over and sits in front of the waterfall and begins to meditate feeling the flow of his water chakra, he now begins quietly to notice as he fully concentrate, water drops from the waterfall hit the back of his neck.

Seems like I have found the flow of manipulating suiton.

Description: Creates small waves of water,small blasts, and small shields of water.
Note: Doesn't require a water source but can be used to manipulate existing water.

Use your chakra to make small waves, then small water blasts, and small shield of water.

 

[Paramour]

Tao begins gathering up his suiton chakra slowly within his body. As he does, he slowly channels it down his arms and to his hands. When he feel as though he have gathered enough, he then releases it as small blasts. Repeating in the same process again but this time Tao create small waves of water. After doing that, he then gathers more and repeat the same process, Tao then focus it as he releases and create a water style version of a shield.
