Tobirama was primarily known for his mastery of Water Release. He could perform powerful water-style techniques in areas that lacked bodies of water by creating his own water out of thin air or producing it from his mouth, and perform some of the most complex water-style techniques, such as the Water Release: Water Dragon Bullet Technique, with a single hand seal. This amongst other reasons is why he is revered as the greatest known Water Release manipulator in the series.
if you put two and two together, youll get that he was called the greatest water style user of all time because he was able to use water jutsu from no source of water when they should have required a water source. at least i did. after reading your post, its clear that Tobirama's situation here is all about interpretation, you could interpret one thing and i can interpret another and thats why we have come up with different conclusions.
That isn't even what the original argument was about.. Noone is disupting his title.. He was known as the greatest water manipulator because of his overall skill yes... But what you said about the jutsu he used being the exceptions, seeing that they don't require a water source is incorrect. The anbu clearly praised him for using the water entrapment wall without a source.. thus they were obviously talking about that SAID jutsu..
I could care less about his arsenal and what he could do... He did 1 water wall while spittin water from his mouth, somethng that in part 1 was unseen before... He was praised by the anbu and orochimaru for this feat... and it was caled a hokage level ability.. while in part 2 we've seen several ninja do similar things..
