Chelsea determined to finish S-Rank properly, now kneads the suiton chakra and then claps her hands together and then slams them on the ground, to gather a large pool of water just beneath her opponent's position. She then directs the water chakra towards her opponent just above the ground, to take him down via a powerful burst of water, which is powerful enough to send the opponent in the air at the height of about 20 meters. She then waves Bird → Dog → Snake → Rat handseals in a quick succession and then shape manipulates the water beneath the opponent in the form of total 8 small bullets, which then target your clone from front side of his body, from lower direction, moving towards the sky.
The eight bullets will take your clone down after impaling his legs, his forehead, his stomach, his chest, his waist and then his shoulders to pass through him and then converge just above him. Chelsea then shape manipulates the converged water in the form of a gigantic water dragon, which then bites your clone and then grabs him alongside, towards the ground and then slams him on the ground, crushing all of his body parts using the mass of water dragon and ground, sandwiching him in between both.
Chelsea is standing at long range from your clone while performing this entire jutsu.

Description: The user will clap his hands and slam them on the ground, streaming an incredibly rapid stream of water through it, creating a large pool of water beneath the opponent to form, that gushes upwards in a burst, lifting the opponent high into the air. The user does the Bird → Dog → Snake → Rat hand seals after his opponent is mid air, using the water pool to shoot up to 8 small water bullets, designed to further raise the opponent into the air, disorient him and damage him. The water bullets gather above the opponent after hitting and passing through his position and form into a water dragon which then attacks the target, grabbing it in its jaws and forcefully bringing it crashing into the ground. The dragon comes down from above the target, bites the target and coils down, towards the ground, crushing the target between the ground and the now incredible mass of falling water. Tobirama Senju does this technique with his own specific hand seals, similar to how he does some other water techniques. Despite long and seemingly complex, the technique is quite fast to perform and trigger.

Technique is pretty useful and combination of some good moves. This is the power of S-Rank moves, quiet comprehensive.

Chelsea then listens to your next jutsu description and then shifts her gaze towards another one of your clone, who is standing at similar range.
Chelsea now gathers her suiton chakra again, focuses it in her mouth and this time waves tiger handseal. She then expels a narrowed thin jet of water, which is directed at the neck of the clone. The narrowed jet of water is concentrated version and hence has good amount of cutting power. The jutsu cuts through his neck and hence injures him heavily, even if he moves his neck to avoid the direct impact.. The stream is fast, focused and has enough cutting power to cut through even A-Rank doton jutsus.

Finally last S-Rank techniques, let's give it all that I have got.
Chelsea, who is tired due to her all day training, but also motivated due to the fact that, these two are her last suiton jutsus, gathers all of her remaining chakra and then elemental manipulates it, in the form of water chakra.
She then focuses all of the water chakra in her chest, inhales some air and then expels out a powerful torrent of large quantity of water. She shape manipulates it, in the form of large bullet of water.
She directs this bullet of water towards your clone, who is then sent flying, alongside the damage. The bullet contains enormous amount of water, which then fills the area around the previous position of your clone.

It can be used to create water source as well, useful technique I must say.
After putting deep thoughts on how she can combine this with the doton jutsus, she kneads her remaining suiton chakra, gathers it in her throat and then expels it out in the form of torrent of water, just in front of her.
She then shape manipulates the water torrent in the form of walls of torrent which she creates in front of her, at mid range, in the form of barricade. The barricade(combination of all walls) is about 15 meters in width and is about 15 meters tall and is of square shaped.

As for your question, biggest use of it is against Fireballs and other projectile fire attacks. Being an S-Rank jutsu, it can be used against all fire attacks. It also doesn't require handseals, making it a really fast jutsu.

Finally the moment as come, the moment that Chelsea was eagerly waiting to arrive. The entire ground was wet due to the power of water.
