Water or Fire???

In general water puts out fire and therefore is stronger than fire (except in the case of Ameretsu of course). however when wind chakra is combined with fire it is then stronger than water alone. Should this not mean that if water is combine with wind that the combination should be stronger than fire and wind?

water and lightning is good but wind beats lightning making wind and water superior
