He'd still need to know the direction to set the explosion off in. Yeah... He could easily waste it, and have the Mizukage then use the water gun to injure or kill, pending on the area he is hit.

Yep! And to add the fact that The mizuKage can travel through the ground (i.e. grass, sand, gravel) basically anything that water can seep into to avoid any would be attacks/explosions.
