wrong, what matters is the effect. This is the first thing I teach all Genin. When fighting u have to understand the situation and react logically.

if someone use a A-rank fire jutsu, and the other one use a C-rank water jutsu which cause the user to spit a lake, u have to use logic not crappy rank.

the logic tells use that the LAKE will extinguish the flame.
