The first one is one of my favorite water technique, used by Tobirama.
After listening to the explanatin, Rufus claps his hands together, gathering chakra form his chakra reservoirs. Once he gathers the required chakra, he starts to infuse properties of water into the chakra effectively transforming the nature of the chakra into water. Then, he channels his chakra into the air as a medium to attract the water molecules in the air around him. Using his chakra as a magnet, Rufus attracts the water molecules in the atmosphere to gather around him in a spiraling manner. To increase the water, Rufus infuses more chakra into the water molecules, effectively molding his chakra to take the form of water. With his shape manipualtion skills, he makes the bulk amount of water formed, spiral around him vigorously ,enough to completely cover him. The water vortex is a few stories tall and by simply raising his hands, Rufus makes the water vortex, rise upward in a forward manner and fall freely into the ground so that it may rise forth and head towards in the form of a huge wave. The water wave races towards the clone, engulfing him in water.
The advantages of the technique are:
✦Can be used to attack as well as defend in the same usage
✦Range of the jutsu is quite appealing
✦Rank of the technique can be increased with adding more chakra
✦Size of the technique
✦Can be used as a medium for other water technqiues.
✦Versatile
The disadvantages are:
✦Even though the jutsu is versatile, it's power is not as strong.
✦The user is still vulnerable to attacks that migh attack him from inside the vortex ,similar to the case of susanoo. We've seen that Gaara used the sand under Madara while he was using susanoo, to grab him off his feet and toss him aside. The same kind of logic can be used to counter this.
I have so many ways to use this jutsu. The jutsu is that awesome.

Rufus then channels the suiton chakra into the air around him and guides the chakra into the air above him, making the chakra ascend great heights and fuse with the clouds. Once the clouds are saturated with enough suiton chakra, Rufus exercises his control by using his chakra to make the clouds por water down in the form of rain such that each droplet of water is infused with his own chakra. These chakra droplets act as a beacon, allowing Rufus to keep track of everything that has a chakra source. Rufus quickly spots the sly clone as he is busy hiding himself.
The advantages of the technique are:
✦Range is long
✦The jutsu continues as long as the user wishes to or unless the opponent uses some sort of jutsu to disperse the clouds or block the rain
✦Can be used to track anybody with a chakra signature as long as he is in the rain affected area and the rain drops fall on him.
The disadvantages of the technique are:
✦Lacks offensive power
✦Opponents can create earthen shelters or similar structures to stop the rain from touching their body.
I would probably use this jutsu for what it's meant for, tracking. It'd work well with the mist and the water created with the rain can acts as a water source for future techniques.
