Wasn't the Juubi imperfect

I don't know if Im missing something but I thought the Juubi was imperfect because it was not the full power of the Kyubi and Hachibi.Im expecting for it to stop it's plans because of the huge gap of power missing that is the Hachibi and Kyubi.
If im wrong somewhere please tell me,and If im not comment on this to tell me what you think.

Possibly, but I'm pretty sure the Juubi had to go through those forms with or without it being complete. I find it hard to believe that it went on a rampage in this 'tree' state.
