Nope Naruto never defeated pain the toads & Kurama did but as far as him vs Sasuke he'll never be on his level as and individual because the only reason he powers up is because someone dared him to get stronger while Sasuke on the other hand is self motivated he never needed anyone in his corner he seeked power by instincts and raw talent
So much troll in half a sentence, the entire time he was being used and driven by hatred.
Even Itachi was using his hatred to make him stronger, god he even had Oro lure him to crave power, then there's Tobi.
Naruto on the the other hand is the same person who looks at that guy who said "Lets call it quits, we just can't win"
and reply saying "No! I am not giving up, and you aren't! We can do this."
Then he actually worked for power even without reason.

Like I said, it'd be a stiff fight, but Naruto had more going for him IMO.
There wasn't really a giant gap in their powers, which is why I'll stick with my thoughts on the matter.
However you can choose whoever you think is stronger, I'm careless to that.
