I don't think so, well the nine tails was pretty much undercontrol, naruto was Hated because the nine tails did so much damage to so many people the day kushina died.

NO. She wasn't excluded because no one ever saw the nine tails killing anyone. Naruto's situation was different because a lot of the teenagers that witness the rampaging nine tails became a parent then probably told their sons and daughters to never come close to him.

That's because the Nine tails didn't attack the village before, Naruto was hated because the Kyuubi was sealed inside him and the Kyuubi was the reason many friends/siblings/parents of the people of Konoha died.
