Yagura seemed charismatic and cute. You could argue it was the necessity of the era he lived in, but really it was just Obito hurting a demonic dictatorship and running his village into the ground on purpose.

Yagura was probably a good guy but only in comparison to the village he lived in. He still would've had to play by Mist rules growing up and rising to power. He lived in war so there was no escaping that part of the world...like Kakashi.

He was good to his people ready to fight other nations because there Was hostility and war.

I think Obito made him bad, even to his village bc obito hated the Mist for RIn
