Was using tools really forbidden during Chunin exam fights?

I remember Temari was allowed to use her fan. And Kankuro would probably be allowed to use puppets. Also, Kiba was allowed to have his dog.

It wasn't forbidden at that time because there was rarely any technology but it is forbidden now because apparently people are addicted to the use of technology in Boruto's age. Also using a dog or a fan is not half as bad as using a bracelet that performs jutsus for you. I guess the rules have become more stricter.

Well the description of the bracelet is this, "Katasuke's invention (the science/technology research division person) seems to be that bracelet that you can insert cartridges into. You can seal jutsu into the scrolls. So you can potentially use any sort of technique. So even if you are not a ninja, it's possible for you to use any jutsu." So it's probably because it's not Boruto's power. Temari's fan is a weapon that she controls with her own power. Same with Kankuro. As for Kiba...well I guess he's an exception. lol maybe the rules are more strict now?

It requires skill of some sort, he most likely would be disqualified though, considering summoning
either one would screw over the village.

Also in an Ova Sage Mode wasn't allowed and it allowed Konohamaru to win against Naruto
in the chunnin exams.

As for Kiba...well I guess he's an exception. lol maybe the rules are more strict now?

Kiba's moveset revolves around that dog, and it obviously takes teaching/training for a dog to perform justu....

No because he had the Chakra, Mastery, and Contract required to Summon them along with the fact that it's Ninjutsu.

Lol at people saying that puppets are the same as that bracelet thing. DO you know how much skill is required to use those things? You are controlling them and also they requrie chakra to be used. As of now, we have no idea if that bracelet is run by chakra or not.
