Was Tsunade a better hokage compared to Hurizen?

I’m not talking from a combative or jutsu standpoint, I’m talking political & leadership nuance. Basically, who was the better or more affective leader considering everything that transpired during their time(s) of being Hokage?

All opinions welcomed but remember I’m not talking strength as a shinobi but their strengths in leadership.

I think both are not very good. Both took bad decisions but Tsunade was the one who decide and Hiruzen always listen to others such councils, Danzo, etc.

So Tsunade is better in that point.

In protecting the village Hiruzen is better in my opinion, since Tsunade let everybody fight Pain while she was in her office and Hiruzen went to the front line to battle Kyubi.

YUes she purged Danzou elements.

Waned his power and fixed Konoha's medical fields

The eventual elements that Tsunade faced that lead to the destruction of Konoha was due to Hiruzen's lack of restraints on Danzou. (Nagato's friends death by Salamander)

Tsunade was better, she didn't have a Danzo on her side pulling all the strings from the shadows. His era caused that war against Suna.

Tsunade did pretty well and was probably better than Hiruzen overall. The only thing she did which made no sense at all was provoking Nagato into leveling the village because of her pride but at least she didn't allow an ultranationalistic psycopath like Danzo run wild on her watch

Well, it's hard to compare since we don't know the full extent of his term(s) considering that most of the story centered around Tsunade. I think from what I saw, Tsunade had better leadership.

Hiruzen was literally the worst hokage ever if we ignore Danzo.

The way Hiruzen handled Naruto and the Uchiha just makes me dislike his character. This guy allowed a CHILD to be hated for something he didn't even do. He didn't try everything in his power to make things right with a discriminated against and feared (within their own village) clan that served them time and time again in wars. He even allowed a rogue student of his roam free and terrorize countless clans, small villages, and wayward individuals. Not only that, but I'm pretty sure the 3rd ninja war started with him still as Hokage and the 4th took over soon after. He was easily manipulated, despite having such a keen mind.

Tsunade really helped Naruto and pushed him to greatness when only Jiraiya really gave him a chance. She really pushed for better relations between other nations. Her prowess in healing saved a lot of villagers during attacks. Her teachings to Sakura, a failure of a character (not bashing) pushed her to be a valuable teammate and eventual asset to the whole village. She didn't discriminate at all and didn't get manipulated by total BS. She wanted to help Naruto save Sasuke (or at least allowed it).. which was also giving a chance to an Uchiha.

In my book, Tsunade set the village on the path that lead to it's current development. This alone makes her superior to Hiruzen along with her other listed feats above. She was better. Hiruzen was best at strategy and an army general type position. That's the only reason why he was picked at a time of still fairly constant war.. and didn't change even after things settled a bit.

Obviously, Tsunade better. Hiruzen cant even handle anything right.
