1. Most jins in villages such as bee and the other cloud jin are possessions of their village and are a great source of their village might and for that reason they are watched and protected.

2. Kamui on something as large as a bijuu takes time and isn't instant and you can feel being kamui'd deidara felt kamui before he actually saw what kakashi was doing.

3. Obito didn't have control of the gedo... nagato did and neither nagato nor obito could seal the bijuu in the gedo alone.

Even if all of the Bijuus were being hosted at the time of capture (Which they weren't), a one man band tactic isn't likely to work or very clever. Obito clearly planned the capture of the Bijuu with the maximum chance of success. He considered all potential problems and interference, and planned to accommodate.

Was it ever said Yagura was a perfect Jinchuuriki at that time? For all we know it happened before Yahura was a perfect jin or even before he was a Jinchuuriki because we see the 3 tails free in Shippuden and Tobi and Deidara had to catch it.

O.T. After the many years it would take him to find Jinchuurikis, he'll have to fight them and some of them may be really skilled or guarded by strong ninjas. Yagura as a perfect jin can use a water jutsu that reflects attacks back at you so Obito would be attacking a mirror image of himself until he gives up and leave.

Obito definitely had the power and arsenal to capture them. But Kishimoto came up with the concept of the akatsuki wayy before he decided to make Tobi = Obito. It was already too late.

If the Kage refuse, then Obito will simply Kamui out and come back in a couple of days to ask for the same Thing
