Because those outside looking in would never suspect that Tobi would be the leader, so they might go on to kill Pein thinking that's the end (Akatsuki would fall apart), allowing Obito to fall off the radar and carry on getting his plans into place. The advantage of keeping as many inside the organization in the dark, was that it reduced the chances of an intel leak.

Kisame was willing to bite his tongue off and even commit suicide to stop the truth coming out... could you see Deidara, Hidan or Oro doing the same? Course not, they value their own lives too much.
