Well let me answer both your questions.

1. The Sage of Six Paths origin is unknown so we can't label him anything other than his title. His two sons split into 2 factions. These clans names we don't know but the clan after them becomes the Senju and the Uchiha. That much we know so far on that. You could label him as Uchiha but that would only be 50% since the other would also be Senju.

2. Nagato is introduced as a regular boy in a war-torn country. He showed no skill or impressive powers at that time. His parents were killed while he was still young during a house raid from a group of ninja. Not sure if they were from Konoha. He was found out and about to be killed but they had pity on him (I think) but Nagato lost it and activated the Rinnegan for a short time and somehow managed to kill the whole group of rouge ninja.

After that his eyes reverted to their normal state. During their training with Jiraiya, there was a incident where a rougue ninja tried to kill Yahiko but was killed by Nagato who had reactivated the Rinnegan. From then on they became permanently activated. Jiraiya called him the child of legend who would bring peace. At the end of their training, Nagato quickly began to master all the elements(or at least show great proficiency in them).

After that I believe he began his journey later creating Akatsuki. I believe he met Tobi & Madara shortly after their skirmish with Hanzo which resulted in Yahiko's death. But as of the latest manga episode, it is believed they met way before. The exact time is still unknown.
