was the juubi even necessary?

I got to thinking..... was the juubi even necessary? As we know, madara plans to use it for infinite tsukuyomi. Now this is where i had my idea, If madara was strong enough to beat all five kages, why dont he just use his full power and crush everyone to make them his own people. he said he wants a world of peace and stuff like that, but he could do that with the power he has now. but yet he still wants the juubi. so whats so important about Infinite tsukuyomi that madara absolutely needs it?
