Well there aren't many non-Uchiha who can be as skilled in Genjutsu as the Uchiha. There may be a few exceptions but for the most part there isn't.

To be named the greatest Genjutsu user of the Uchiha is almost tantamount to saying the greatest Genjutsu user overall
