Was Shisui stronger than Itachi?

No. Itachi absolutely stomps Shisui. KA is his only hope and that won't even work.

MS Shisui was probably superior. I ignore the Danzo incident because Shisui could of easily gone back to murder Danzo and reclaim his eye but he chose not to for his clan. MS Itachi would be superior though. Itachi is probably the only person KA wouldn't work on.​

Ask danzo. im sure he will tell you that the one he solo'd with 1 arm is weaker than itachi.
