Was Shisui stronger than Itachi?

Was Shisui stronger than Itachi?Afterall Itachi used to look upto him as an elder brother.The fellow clan members of itachi also said that Shisui was the most talented of all our clan... (see in the image below)

P.S Before you start with the hate,please state the reason behind your answer.IMO Shisui was possibly stronger.The ignorant ones are going to say Itachi,but i think putting off Shisui without knowing much about him would be underestimating him.KA,master of Shunshin(only two jutsu) that's all we know about him,yet he is held in great esteem by all.He has been dead for decades yet many people(DSM Kabuto,Obito) are chasing after his eyes.Tell me who is chasing after Itachi's eyes?

In the filler the way Danzo popped out his eye,he could've done that to any Uchiha/Anyone in NV.A non uchiha to possess izanagi can catch anyone off guard.

^He was talking about when Shisui was still alive. When Shisui was still alive,
Itachi didn't have the Mangekyou sharingan. So when the two were both alive,
it would be very reasonable to say that Shisui was superior. However, after a
few years with the MS, Itachi has most likely surpassed Shisui.

While he was a live, he was much stronger.
It wasnt a question of potential, but of progression. If you are pretty moderately skilled at the age of 11, someone of the same skill level and ability who is 15 will best you. It's a question of being older, bigger, and stronger.

Now, as you both age the relative gap there closes.

I believe if they were both alive today, Itachi would be "stronger". Shisui would still have very powerful trump cards such as his teleportation and his KA that would allow him to best others in combat when he wouldn't be strong enough to do so otherwise. Similar to how Madara, while weaker than Hashirama, was able to pull a de-facto win with Izanagi agaisnt him. Itachi would be able to win each fight, but Shisui would win the war. Except for the fact they'd be working together and duo'ing the entire NV if they teamed up :3
