Was Shisui or Obito the youngest to awaken Mangekyou?

I'm not so sure about Obito, but Shisui was about 13 when he was shown using Mangekyou Sharingan (Around the same time Itachi became ANBU Captain and murdered the Uchiha Clan).

Kakashi is older than obito, but he shouldnt count as his sharingan is obito's actual eye. Now, we can think of the time during kakashi gaiden and the story around obito, he was probably 13 when he saw rin's death. So i would say obito is the youngest to awaken it, but thats still unsure as we havent gotten to see much of shisui; sadly.

Kishi doesn't always draw to scale lol. A lot of people say he always made Itachi look much older despite being only 13 in some panels.

Possibly, but I don't think he met Ao during the third world war. I think they ran into each other on a mission later.
Both Itachi & Shisui were super young during the third world war as it was before the Kyuubi attack you know?

I honestly think Kishi ruined his timeline. It seems like Itachi and Shisui should've been almost 17/18 but when you factor it all in, they're super young. Not to mention how long Itachi and Madara used MS for Sasukes to go blind in a week.
