Two different questions. Shisui was more skilled. He survived danzo's onslaught and had the body flicker technique. Also he sparred with Itachi regularly and was around itachi's power level before he died. Obito really wasn't anything special at the age of Shisui.

I love the people saying Kamui takes no skill.
I guess they missed the part where Obito needed the greatest reaction time in the manga just to use it effectively, and the part where he was still unbeatable even in a 4v1 where his opponents knew exactly how it worked, AND the fact that he still requires high levels of intelligence just to use it effectively.

lol what intelligence does kamui require lol. The mechanics are straight forward when you figure it out.
1. That was literally 17 years ago. Show me another shinobi who hasn't improved in almost 2 decades. Obito was keeping up with Beast Mode Naruto without Kamui phasing.
2. Every jutsu requires intelligence. The ability to phase through things means nothing if you don't know when to use it.
