Not really. Kishi needed to give Sasuke a reason to fight against Naruto and that was the Revolution. The entire material would have fitted in 30 - 40 chapters but instead it was shoehorned into 10 chapters which ended up making Sasuke look like a low quality villain. The same also happened with Kaguya.
Also what the manga showed us is that even in the short time, Sasuke was a smart Villain indeed. Here's why :-
1 : Sasuke didn't have the Bijuus like Naruto, so he conserved his chakra in the fight against Kaguya in preparation of his fight against Naruto.
2 : He only declared his revolution after the Edo Hokages left as he didn't want them to interfere in his plans.
3 : He also took out Sakura in order to stop her interference.
4 : He took out the Bijuus also thus removing another threat to his plans.
5 : Later on, Sasuke uses the same bijuus to power himself up, a very strategic move.
6 : He absorbed all of Naruto's chakra as a cautionary move to finish him off.
7 : His poses and his comments remind you of the previous awesome villain Madara.
All in all, Sasuke was a smart villain but the plot was against him in terms of Victory as well as Space.
