I mean if you really think about it Group like Kara is formed again and this means there are still people with hatred in them for shinobi world.I think Sasuke was right at that time the way of his thinking was right there is no peace in shinobi world.

Otsutsuki clan is getting support from humans for destruction and I am pretty sure they are doing it for their selfish or vengeance reasons so this cycle is never gonna end.

5 main village are at peace, along with some (If not most) of the smaller ones as well. Some upstarts were always going to show themselves, Revolution or not. Plus his revolution would have ended when Toneri attacks the earth. So it was a doomed plan to begin with.

There will always be hatred in the NV, Sasuke can't stop that anymore than Naruto or even the sage could. It's human nature.

Sasuke ruling with an iron fist will only breed hatred, Resentment and cause people to rise up against him, He'll kill them for threatening the peace and the cycle of hatred it renewed and the Otsutsuki will exploit that.
Naruto and Sasuke's idea's/Goal were band-aid fixes not permanent ones.

No, his idea was immensely stupid. He thought subjugating everyone under an absolute dictatorship would end war but never accounted for people going against him and rebelling. Goes to show that for how much more intelligent than Naruto Sasuke is in the traditional sense, he really doesn't understand people.

Do you think he was? Really? Everything was wrong about his ideals and in the end, upon his "loss", he recognized it.

What we have with the Otsos is in fact the villages working together to defeat a common enemy, exactly like it happened with Madara, so Sasuke wasn't right but the motives for the villages to get along are in fact similar to what he envisioned.

that's exactly what he wanted.

I still don't think it'd work though. It'd require Sasuke to be a legitimate threat and that'd mean him killing off serious numbers.

No he doesn't...he says he'll punish whoever opposes him, but he never addresses a full out rebellion against him. Naruto actually kind of brings up this point after he says that and Sasuke basically states, "I don't care, I'll keep everyone under control." Which completely avoids the question and goes against the very point of this whole revolution of his, since he would still be causing conflict rather than ending it.

im on the fence for this one. It could easily be taken as a literal sentence where he's wondering if Naruto is deaf or something.

People rebelling against him is the point of his whole revolution. He knows they will rebel, duh, he wants them to so their entire focus can be on him and not among themselves. He will be the common enemy now like madara and obito but unlike those two he will do it from the shadows. He made it perfectly clear

Him saying he doesn't care what people think of him reaffirms it if anything
