this is not his normal speed. ems can keep up with kcm's normal speed(probably due to his sharingan more then anything) but isnt as fast as naruto when he ups his speed or uses shunshin.

it sounds like you trying to argue that naruto is always using max speed but thats the same thing as saying minato is always using shunshin when there is no evidence to suggest that it was used.

naruto is known for his speed. sasuke isnt known for outspeeding anyone fast. sasuke when he fought ay was outspeeded and ems grants no speed boast. naruto has shown that he can speed up meaning he isnt always running at his fastest.i.e when he was running with killer be, most likely during the pre-obito fight, and when he was fighting with sasuke.

Put it like this if naruto ain't mad, he is not faster than sasuke. When he is mad or want to kill out of rage, he is faster than sasuke. Otherwise, their base speed is about the same.

well, from the way you stated your POV, it seem like you're saying that naruto is not trying to move fast, while sasuke is trying to move fast at all time. Meaning that naruto can greatly out-speed sasuke anytime. That's what im getting from you. However, you don't know if sasuke can greatly increase his speed too.
