I honestly think he was; he could have had a different brother than Itachi who had different views and either would have rebelled with the clan against Konoha or killed Sasuke during the Massacre. All in all, if Itachi wasn't Sasuke's brother and someone else was, Sasuke may very well have been dead by now.

In general he seems to be a pretty cool brother although things like missions could get in the way of their bond. The Uchiha Massacre was a lose-lose situation for Itachi but he admit that he didn't go about things the right way. He put Sasuke through a lot of pain (hence ending up how he is now). Though to be fair it was a sticky situation.
