You're assume he could control them, he sealed them up inside of leaving them or using them for a reason. He was still new with his eyes as it was said he was in the manga. Sasuke had Naruto waste the majority of his chakra before even fighting Naruto and at the end he said Naruto was stronger than him when he said Naruto was ahead of him as Itachi once was.

Understand, Naruto never beat the Biju. NarutoBase has this stupid assumption that one hit is equal to a loss. All Naruto was able to do was pull out the Chakra Rods. You add a 50% Kurama and 8 other Tailed Beast. One of them with the power to seal.

We don't even know how much Chakra Sasuke took from those Tailed Beast.
