Back in the begining of shippuden when sasuke was fighting the new team kakashi (Yamato, Sai, Naruto, Sakura) He raised his hand like he would for kirin. It was immediatley stopped by orochimaru. If he knew the jutsu how come he didn't use it against killer bee or deidara?

Kirin is not a technique that Sasuke uses on his own, he summons natural lightning from thunderclouds(natural/synthetic) and channel it to the target through chidori... Just a advanced use of chidori in a similar way Naruto uses rasengan to form FRS...
