Was sasuke at kage level when he fought itachi?

It depends on how you see it i guees cause he did defeat a kage level nin which was deibara but then again he did have a huge advantage with his sharingan and lightning elements.

i think you set your standards for kage level too high.....Everybody cant be as good as minato.

I would say High Jounin, then say better than Kakashi. So kage level in a way but he can't beat the most renown Kages like Harashima/Tobirama(?)/Onooki/Raikage. Even with Ems he might still lose to Itachi only because Itachi is a better user in Genjustu.

If he hadn't unlocked the MS, do you really think he'd continue his quest for power without improve in other areas. He would of gotten stronger, just with different techniques, like improving how quickly he can use Karin, or improve his speed etc
