Was Sage Mode Naruto Top Ten At That Time?

When we first saw Sage Mode Naruto, was he top ten AT THAT TIME?

As in, with only the shinobi we had seen until that point. My list from the end of the Pain Arc is:

(2) Itachi
(3) Naruto
(4) Orochimaru
(5) Jiraiya
(6) Sasuke
(7) Deidara
(8) Kakashi
(9) Tsunade
(10) Kakuzu

(We knew next to nothing about Obito, otherwise he would be up there.)

Kyuubi wasn't doing jack until Hinata showed up. Pain easily could have ended Naruto.
