Was PTS Naruto the strongest K11 member, bar Sasuke?

This is PTS naruto with everything up to KN0. I'm not including anything above KN0 because Naruto couldn't control that.

Was he the strongest? I don't know where to place him, since in canon everything involving the K11 placing was wonky. Neji was apparently the strongest, but Sasuke was the most hyped in the exams, but Lee had the better feats over Neji... Seems weird to me. Neji was supposedly the strongest, and Naruto beat him. Does that place him above the likes of Lee and others?

I'd say Neji and Lee are overall still stronger at that point, but I mean there isn't a lot of PTS feats for the K11 to brag about.

KN0 is weaker than 5G Lee and SRA Neji.

Actually, KN0 Naruto during the SRA Arc is stronger than both. Neji has a chance to be superior though, Lee doesn't.

Isn't KN0 just the red chakra he used against Gaara and Neji? He can react to 5G Lee?

Yes, he reacts to 5G Lee, and I'm talking about what Naruto used against Sasuke at VoTe. That's KN0. Every other time that's just him borrowing some of Kurama's chakra.

Yes. Lee needing Ura Renge+5th Gate to beat Neji hints that Neji can react to Lee's speed, and the gap between SRA Neji and CE Neji is larger than that of CE Prelims Lee and SRA Lee as reflected by the databooks and the fact that Neji trained during that time period in between the exams and rescue mission while Lee was unable to do much due to Gaara crushing his leg.

So on top of being able to react to Lee's speed in a weaker and slower form, he has Rotation which would easily block any attack Lee tries to land on him and only deal great damage to himself since the force would practically bounce back on to him. So there's no way Lee can defeat Neji.
