No, after the fight with Raditz Piccolo was NEVER the strongest, in fact even during the Raditz fight Goku was slightly stronger than him but they were pretty evenly matched back then...after that there was always someone stronger than him and most of the time it was 2-3 people(sayians) who were far stronger.
Finally and most important of all, those movies WERE NOT canon, so it wouldnt matter the time the movies came out in comparison to the episodes.Even so, Piccolo was never the strongest in any of them.

Piccolo was strongest when fighting android 17 equally after fusing with Kami.. where as SSJ vegeta who was equal to goku at the time was completely destroyed by 18
secondly we know movies arn't cannon however they are fun to debate about

I don't know if this movie takes place when piccolo meets cell he was considered the hope until the sayians came out of the time chamber. Because goku nor trunks or vegeta can beat the androids but piccolo held his own.

Piccolo was the strongest also among vegeta trunks gohan goku etc from the 17-18 arc to about that chapter cell fought him the 2nd time, also i believe Future Trunks was the strongest in movie 7 but its something we might never know i guess.

I think he was. the time the movie was based on piccolo already fused with kami, making him stronger than a regular super saiyan but weaker than super saiyan levels after that ( super form, ultra form and mature super saiyan form)

The short time Piccolo became fused/whole again?? When he fought the first cell. He was for a short time the strongest untill Vegeta and boy returned.

Piccolo became stronger than a Super Saiyan only in the Imperfect Cell Saga. In movie 7, the Saiyan's were the strongest.
