Because there were no female Uchiha left and he wanted an Uchiha body. He was priming Guren and Anko at points to be vessels before finding better candidates like Kimimaro and Sasuke. Plus wasn't his first body, the one he used in the Chunin Exam, wasn't that a female body too? As far as a vessel for his own, his interest in female bodies seemed limited but as far as lackeys go he showed no disinterest or else he wouldn't have used Tayuya.
