Im wondering was Obito the one acting goofy as Tobi or the spiral Zetsu?

Because in the manga it was never mentioned that at these times Spiral Zetsu took control plus in the anime the voice actor of The goofy tobi is different than the voice actor of Spiral Zetsu

If its really Obito the serious villain the leader of the akatsuki the one who started the war acting goofy that would be so weird lol

It's easy to see its Obito because of the hair if he was wearing spiral Zetsu his hair would be covered unless the top part was unfurled in which case you'd see the tendrils portruding like we saw when the head was unfurled in the backstory. Obito was mimicking Spiral Zetsu and his voice just like he later mimicks Madara's voice.
