i don't think he was cause he had no way of doing that with out nagato so if it wasn't for kabuto madara would of never been revived

He had a rinnegan, and that was his plan since Nagato betrayed him - but then Kabuto came and had Madara.

So I think Tobi's plan was to let 80k zetsu'a attack while he revived Madara, then attack with Madara and the 7 other bijuus

The plan was to have Nagato revive Madara but that didn't go so well. Obito probably wasn't going to revive Madara though. From the way they were talking that's what it seemed like.

i think he planned to bring madara back after he sealed the juubi and was stronger than madara, he knew sasuke would implant itachis eyes and he is going to make him fight naruto to unlock rinnegan like madara and hashi

yes it was all planed up to the point when nagato betrayed them, but then kabuto came and showed him the edo body. i still wana know how the hell did kabuto get madara's DNA ?? thats what shocked obito when he saw the edo body ....

Looks like he was surprised seeing Madara's body able to revive by Kabuto. I think Obito wasn't really planning to revive him, or maybe the other way around.

I'm pretty sure he was planning on using Nagato to revive him but Nagato betrayed him. I think he was so surprised because Kabuto knew that Tobi wasn't Madara and was capable of reviving Madara and possibly using him against him.
