Was Naruto's Bijuu mode deliberately made to counter Sasuke's MS?

Why is it that Naruto seems to have been made an intentional counter to Sasuke? All of Sasuke's greatest strengths, granted to him by his Mangekyo Sharingan, seems to be countered by the bonuses of Naruto's Bijuu mode. Look at this. Sasuke's Sharingan Genjutsu, his Amaterasu, and his Susano'o. The first time he used his MS genjutsu in combat, Bee was able to counter it, introducing the concept of a Perfect Jinchuriki being able to counter genjutsu via the partner method.

Next is his Amaterasu, the second time he used it, it was countered by A, who was able to dodge it by body flickering out of Sasuke's gaze at the last minute. The supposed impossible to dodge due to being instantaneous technique, was out sped. Naruto was then shown to out speed A. Then Danzo revealed that overwhelming power was all that was needing to overpower Susano'o's defense, using a wind technique no less, and it is clear that even though Danzo's Fuuton was greatly boosted, Naruto's Rasenshuriken is at the very least on par with that. In one instant Naruto obtained all that countered Sasuke. All that Sasuke has now is enton, but can that even bypass Naruto's Bijuu cloak, considering Gaara's sand blocked it? Suddenly something so overpowered seems not very powerful at all...

 

[Q of the Sharingan]

If Naruto gets hit by Ama flames, then he would have to basically expel the chakra cloak that is aflame immediatly. That would waste chakra. The flames were burning Gaara's sand, we just saw a couple of panels with the flames actually on the sand so we can't determine the damage done. Also, Danzo's enhanced wind jutsu barely peeled away the top layer of Sasuke's Susanoo without armor. We have seen the defensive capabilities of just its ribs so Danzo wasn't about to actually damage Sasuke at that instance. We have also seen Madara's armored Susanoo tank a full Kurama's TBB, so comparitively Sasuke's should be able to do the same. I still think they are a good match up right now with Sasuke's intelligence and skill set keeping him on par with Naruto's power and speed.

Seems like it, but even so Naruto's speed alone far surpasses Sasuke's.
If they were to fight which may or may not happen, he'd need a powerup.
