I think SM Naruto could match MS Sasuke, particularly if Naruto also used a bit of Kyuubi Chakra (he could very safely control 1-2 Tails). Naruto avoided using Kyuubi Chakra against Pain because, at that point in the series, he was afraid of losing control, and wanted to fight using his own power without relying on Kurama. There's actually no reason Naruto couldn't use that power with Sage Mode.

Kishi stated they progress as a pair...so yeah. But still Sasuke was always jealous of Naruto you could say that jealousy drove him out of the village into Oro's arms and despite all the power Oro gave him, Sasuke would be trash if not for his brother Itachi.
