Forgiveness (or in this case, empathy) isn't something that needs to be justified. It's up to the person that is able to do it.

Naruto abandoned the action of revenge during his confrontation with Nagato. He abandoned the accompanying resentment at the waterfall of truth.

And it's Naruto. The story and the character wouldn't do anything but empathize or forgive.

It is ONLY Naruto who may had forgive Obito.
And his dad Minato too, after seeing Naruto lecture Obito.
Others will not.

Another thing was that it was only Naruto that could see what Obito wanted to be all along - Hokage.
Naruto want to forgive Obito base on other decision that will turn the war around.

Obito know along what Madara ambition and planning to do.
Madara was the main villain. Obito was the 'inside' man. As Obito did not like Madara.
Without Obito help, Naruto and Team 7 may not able to fight both Madara, and later Kaguya.
Obito did gave back Kurama back to Naruto. (Madara re-capture Kurama).

Although it may seem that Hagoromo gave both Naruto & Sasuke power.
But it was Obito who really know everything, for 16 years.
Just like Sasuke want to know everything from the Hokages.

Naruto didn't forgive Obito for his sins, he told Obito to return to Konoha and take the punishment. The punishment can be anything, a life sentence or a Hang till death. Obito chose to revive the alliance in exchange of his own life.

Even in real life, no matter how brutally a person kills someone or is responsible for a mass murder, if he surrenders to the police, they won't kill him on the spot. Depending on the crimes, he will be punished, that is, a life sentence or a hang till death.
No one has a right to kill the criminal right away if he wishes to surrender.
And same thing happened in the manga.

Having the courage to accept one's fault and then trying to make up for one's mistakes is not as easy as ppl might think. what Obito did was far more than that, helping team 7 to beat Kaguya and saving each of their lives,
Saukra in kamui dimension
Sasuke in kaguya's dimension
Naruto and Kakashi from Kaguya's bone attack

No one was forcing obito to help them out but he made his own decision to make up for his past mistakes and make things better.

I know what he did does not right his past wrongs and the countless lives he had taken but it's still better than going out with a middle finger.
Obito has always been true to himself, cuz he wanted peace and with IT he could achieve peace easily, so The real world no longer mattered to him.

----------------------------

On a side note i do not agree with Naruto when he said that a shinobi is meant to "endure".
Obito was better, He didn't want to just endure that pain but wanted to do something about it so no one else ever had to endure it.
