I feel like he's been forgotten and underrated due to the currently hyped characters as of now. Not only was nagato the first rinnegan user/ fighter in naruto that was introduced he never lost a fight with his real body except once against itachi. Is he no longer demi-god tier or is he just underrated?

Nagato's ability to revive people, steal souls, control dead bodies were god like. Pain was the strongest character at the time of his peek. Then Nagato himself was shown to be even stronger. With the Naruto's series progression stronger characters were introduced.
