Assuming the translation is correct for the first panel, Hiruzen says that "One of the reasons I did not choose you to become the Yondaime was because of your twisted ideology". The fact that he says "One of the reasons" means that he had more than one reason.

The question is: what were his other reasons? It seems likely it was because he probably was also weaker than the 4th as well.

Speculation.

Correct, it is only speculation.

But in any case, the Third was stronger than the both the 1st and 2nd combined (who were the strongest of their time; even the 1st almost killed Madara, which is a testament to how strong he was). If Orochimaru had fought the Third directly, Orochi would be defeated. There would be no way that Orochimaru could even beat the 1st or 2nd for the matter, because he even lost to Sasuke. We can talk about how strong Sasuke is at the moment, but he definitely was not the strongest Shinobi at the time he defeated Orochimaru.

And when Sasuke was up against the 4th Raikage, he was on the verge of losing if it wasn't for Gaara. The Fourth Raikage, when up against Minato, would've have died twice if it wasn't for Killer Bee watching his back. And even then, Killer Bee was under threat by Minato as well.

So Minato is a lot stronger than Orochimaru.

Minato has the best strategic skill in fighting because all his justsu actually creates opening. He has a great chakra pool but no where near Hashi and Tobirama. He is a very intelligent and skilled ninja but not the best.

i agree not the best but he holds his own in alot of different situations/fights.

I did hear that Harashima did say that Itachi is better than him. But the 1st Hokage was the one who brought down Madara. I have a feeling (and I could be wrong, as this is only speculation) he said it out of modesty rather than genuine fact. Either that or maybe Itachi maybe a bad matchup for the 1st Hokage due to his genjutsu. As I said, I could be wrong...

And even then, the 3rd Hokage was able to seal his arms away, as well as take down the 1st and 2nd Hokage.

The Third was always stronger than Orochimaru. The Third just had all the cards against him. And it was mentioned in the manga that the 4th had surpassed the 3rd, which would make the 4th stronger than Orochimaru.

During that battle, the two Hokage were not at their true power level and being that the third was so old, he had to resort to such a tactic, just to put a dent in Orochimaru, not actually kill him.
