Was Minato originally meant to be the Greatest Shinobi of all time?

Originally, it was said that the 3rd Hokage was the one of the strongest.

In a battle against Edo Tensei 1st and 2nd Hokage, the 3rd was able to take both of them down. And this wasn't even in his prime.

Then they said that the 4th was even stronger than the 3rd shortly after that.

Now they are saying that the 1st was the God of Shinobi.

I could be missing something crucial in the plot (if so, please tell me), but was the 4th originally meant to be the greatest shinobi of all time?

But I'm a bit confused.

It was implied heavily that he was the greatest, but yet it was contradicted by saying the 1st Hokage was the greatest.

So what would the answer be? I still think that if the 3rd could trump the 1st and 2nd, the 4th could as well. Which would in actuality make him the greatest in theory.

But I need manga evidence to suggest otherwise.

(P.S. The whole Madara soloing Minato thing doesn't count because its not Madara at base level. If it was a base level fight, then it would be fair enough, but otherwise it isn't).

He was the only Shinobi ever with an SS ranking and Flee-on-SIght order. Not anyone else had that, from Hashirama and Madara to Itachi or Orochimaru.
Actually there was one other person to my knowledge. In the anime (or manga), I think it was mentioned that Killer Bee had a flee on sight, but that's only because he was a jinchuriki. And this was when the 4th was battling Killer Bee. But the 4th was so calm and composed against them that I honestly do believe that he could have defeated them both. But what I just said there is not fact, its opinion, but in the anime/manga, I have never seen a shinobi fight enemies as quickly as Minato.
