Was Madara expecting Obito to develop Rinnegan?

No Madara didn't expect him to obtain the rinnegan or take it from Nagato.

That's why he specifically said that even if you don't awaken the rinnegan you can still control Gedo with time.

So uchiha/senju is basically the same as rinnegan (only in rikudou Justus)
