Was kishi already intending for obito to survive from kakashi gaiden?

I was rereading the manga and i saw this page:

You must be registered for see images

Look at the bottom middle panel you see a sort of blurry figure. Could this have been madara?
Also kakashi wakes up on the next page asking the same questions Obito did. Had kishi already intended this?

yes because in the episode where obito supposely dies, obito says if i could just stay a little longer,, that right there shows kishi was planning something for the character obito

Yes because look back when Kakashi used Kamui on Deidara's arm, how the hell could he have possibly got that same arm back unless someone else had access to the same dimension??

Therefore he had planned Tobi being Obito from the start.

I can't remember when Kakashi gaiden was, but if it was after the Sasuke retrieval and Part II then I'll have to say yes...he did say, "Am I dead?" That does more than the blur...which could easily be a density difference in debris!

now look at the bottom right panel. so who was saying it? (i know they're interpreted differently but are the same thing)
it was obito saying it the whole time.

No he hadn't. It's obvious why he made the chapter of Obito waking up. I think he was planning something with Obito, but he wasn't sure. He just opened the possibility for himself, as he has done many times. Just look at "that" jutsu, which he still keeps as a possibility, but he could also just feed us off with TBB. This is the way Kishi has always done his work. Take the 3rd databook for instance. It clearly says that Tobi is Madara.
