Imo she was. Giving life life to non living materials. Dat Kabuto having the skills to use Kaguya's techniques.

I think it was more like she was able to actually control nature.

Remember that Sasuke was able to control nature's lightning and make kirin? I would say it is like that, but she can do it with all things in Nature. Theoretically she should be able to combine all elements and make whatever she so chooses, and should thusly be able to control everything.
